Assistant Director, Finance and Treasurer
DESCRIPTION Oversee the cash receipt process for the District from county offices, state and federal government, and from other local sources as provided by law. Ensure conformity with regulations, policies, and procedures regarding disbursing and maintaining an accurate accounting of such transactions. Manage the District budgeting process and the preparation of annual budget reports. Assist with journal entry preparation, system reconciliations and financial statement preparation.

Essential Functions
Ensure monitoring and processing of daily revenue deposits and preparation of receipts to ensure accuracy of transactions.Participate in District/Department projects as required in order to support District process improvement efforts i.e., implementation of new software conversion.Prepare, submit and present monthly reports to the Board of Education regarding all funds, investment positions, collateral lists and revenue comparison reports in order to communicate a current and accurate picture of the cash condition of the District.Ensure maintenance of cash/disbursement ledgers, warrant registers, receipt registers, outstanding warrant registers and other necessary files in order to meet state law requirements.Communicate effectively with various financial institutions and investment companies to ensure professional relationships are developed and maintained resulting in the highest quality service to the District.Negotiate with approved institutions for best return and investment of surplus funds to assure the best use of District financial resources.Identify problem areas, solve problems; and develop procedures for improvements of financial processes to provide the highest quality service to the District.Participate in preparation of the annual budget, financial statements and financial reports. Manage system budgetary controls.Assist with journal entry preparation, account reconciliations and accounting system maintenance.Coordinate with Finance Director and CFO on generally accepted accounting practices and governmental accounting standards.Customarily and regularly manage direct reports to maximize productivity, efficiency, and the potential of the human assets of TTC, including; directing job assignments, monitoring staff performance, coaching, counseling, training, assuring compliance with regulatory requirements and organizational mission, values, policies, and work rules. Appraise performance and provide recommendations for staff compensation, promotion and termination actions, and hiring as appropriate.Exercise discretion and independent judgment in making decisions regarding the provision of services to internal and external customers and in day-to-day operations of the department. Interpret and implement policies in a manner consistent with the interests of the District. Provide advice and consultation to executive management as requested. Investigate and resolve issues as needed, represent the department and District in a professional manner to all.

POSITION REQUIREMENTS This position requires a minimum of five years of financial, treasury, banking, and/or cash management experience with exposure to school business/finance procedures and processes, with at least two years in a lead/supervisory role.Computer accounting software proficiencyKnowledge of short-term financial investment strategies and proceduresGeneral accounting, budgeting and financial reporting knowledge/experience
FULL-TIME/PART-TIME: Full-Time SHIFT: Days EDUCATION: Bachelor's Degree in Accounting, Finance or Business related field is required. CPA is preferred. SALARY SCHEDULE: SPMS HIRING RANGE: Dependent on experience and education, plus $6,900 annual compensation for salary-in-lieu of dependent benefit coverage. BENEFITS: Employee Health, Dental, Vision, Life, Disability, Sick Leave, Vacation, Personal Leave, Pension Plan, 457 Savings Plan and 22 paid holidays. ABOUT THE ORGANIZATION: Tulsa Tech is the oldest and largest career and technical training center in Oklahoma. We are an independent public school district, with multiple campuses in and around the Tulsa County area. Our school serves secondary students from public school districts throughout Tulsa County, as well as private, parochial and home-schooled students. A significant adult enrollment is also served throughout the year in both full and part-time training programs. We also provide custom training programs for business and industry in NE Oklahoma.
