Government Entities; Tax Exempt Bonds, Group 7223The following are
the duties of this position at the full working level.* Serves as a
technical expert on significant Tax-Exempt Bonds issuances and
Tax-Exempt Bonds return activity. The incumbent provides expert
advice that potentially impacts the organization's overall tax
compliance strategy and the Tax-Exempt Bond programs.* Drafts or
reviews work projects involving emerging issues and areas of
non-compliance.* Serves as an issue expert in the examination of
Tax-Exempt Bond cases. Exercises significant authority and
responsibility in planning, directing, and coordinating the
examination of significant complex issues.* Provides education and
outreach and leads large events in the stakeholder communities.*
Serves as a lead for other revenue agents and specialists assigned
to an examination and counsel attorneys.* Leads the team in
conferences with appeals, including issue resolution meetings. May
be assigned to multiple examinations

travel.QualificationsFederal experience is not required. The
experience may have been gained in the public sector, private
sector or Volunteer Service. One year of experience refers to
full-time work; part-time work is considered on a prorated basis.

requirements by the closing date of this announcement:BASIC
REQUIREMENT: A Certificate as a Certified Public Accountant (CPA)
or a bachelor's or higher degree in accounting that included at
least 30 semester hours in accounting or 24 semester hours in
accounting and an additional 6 semester hours in related subjects
such as business law, economics, statistical/quantitative methods,
computerized accounting or financial systems, financial management,
or finance.ORA bachelor's or higher degree in a field other than
accounting or a combination of education and experience equivalent
to 4 years that included at least 30 semester hours in accounting
or 24 semester hours in accounting and 6 semester hours in related
subjects as described above.ORCurrently or previously held an
Internal Revenue Agent GS-0512 position for at least one year.In
addition to meeting the basic requirement above, to qualify for
this position you must also meet the qualification requirements
listed below:SPECIALIZED EXPERIENCE FOR GS-14: You must have at
least one year of specialized experience in tax advantaged
municipal finance transactions at a level of difficulty and
responsibility equivalent to the GS-13 in the Federal service.
Specialized experience for this position includes progressively
responsible and diversified professional accounting or auditing
work that requires experience in legal, tax accounting, or other
experience in one or more positions that required as a primary
responsibility frequent application of Federal tax laws,
regulations, precedent decisions, or other guidance related to tax
advantaged municipal finance transactions or tax exempt bonds.
Experience applying professional accounting principles, theory, and
practices to analyze and interpret accounting books, records, or
systems specifically to determine their effect on complex tax
exempt and tax credit bond issuances and their adequacy for
recording transactions; Interpreting and applying Federal tax laws,
regulations, precedent decisions, or other guidance to tax
advantaged municipal finance transactions for governmental,
municipal and/or private entities; experience with business and
trade practices to develop tax issues based on analysis and
evaluation of tax advantaged municipal finance transactions, based
on business and/or governmental operations and considering
financial conditions; Municipal financial transactions and
financial management principles and practices; Interacting
effectively with a broad range of individuals and in negotiating
with specialists in accounting, legal, tax, governmental and other
similar business-related professions; Experience effectively and
persuasively writing and orally communicating complex technical
positions related to tax advantaged municipal finance transactions;
Reconciling arbitrage computations in determining rebate and yield
restriction liabilities and arbitrage claims for compliance with
Federal tax laws; Presenting and/or developing workshops, formal
training, classes, outreach, or in industry panels on technical
information on the tax advantaged bond compliance requirements;
Analyzing and adjudicating claims, appeals, settlement offers,
examination issue resolutions, or alternate resolution
opportunities related to tax advantaged municipal finance
transactions; Resolving complex tax issues involving overall
financing structures, issues, and transactions requiring in-depth
knowledge of tax advantaged municipal finance lawANDMEET TIME IN
GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants
must meet applicable time-in-?grade requirements to be considered
eligible. One year (52 weeks) at the next lower grade level is
required to meet the time-in-grade requirements for the grade you
are applying for.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the
