The Manager of Program Management within the Project Management Office (PMO) is responsible for the overall delivery, leadership, coordination, and management of a group of projects that comprise a program or portfolio. The Manager of Program Management will be responsible for managing Project Mangers assigned to projects in their given program. The role serves to manage PMO processes and functions including project governance, methodology adherence, risk management, budget reporting, and overall project delivery and project key performance indicators for multiple concurrent enterprise initiatives. The Manager of Program Management is expected to actively engage with senior leaders in both the lines of business and IT to help coordinate and advise on multi-year strategic roadmaps, budget planning, and program statuses.
PRINCIPAL DUTIES AND RESPONSIBILITIES

- Understand and be able to clearly articulate business unit strategic roadmaps, value streams, and revenue drivers. Advise on and implement the strategic vision of the PMO in support of organizational goals and initiatives. Be a thought leader on new or improved methods of project, financial, risk, resource and change management using better practices and new industry intelligence. Liaise with other departments to build strategic relationships providing transparency in program delivery goals, strong channels of communication, and overall process efficiencies.
- Lead project management team members by providing clear objectives, strategic insight, mentorship, and guidance. Demonstrate a deep understanding of the PMO methodologies, processes, and systems that are used to support the department. Ensure fiscal prudence and reporting in all projects within the program. Ensure PMO processes and financial management practices are in compliance with financial and regulatory guidelines. Demonstrate year-over-year efficiencies and/or process maturation, with metrics and measures. Show measurement and tracking of key risk indicators at both the project and program levels.
- Recruit, effectively on-board, lead, set direction and inspire a high performing team of project managers. Hold regular touch bases with team members to deeply understand project progress/issues and provide real-time feedback to team members to drive desired behaviors. Give specific focus in communicating with business leaders, critical thinking, risk management, financial management, and vendor management. Proactively engage in local PMI events. Be a champion of college campus opportunities, ACT development, and early career mentorship. Partner with Corporate Talent Attraction to be at the forefront of talent attraction techniques.

KNOWLEDGE, SKILLS and ABILITIES:
- Knowledge of various project management techniques including Waterfall, Agile, and Iterative frameworks
- Knowledge of capital allocation process and project accounting best practices
- Experience with project dependency analysis including interlinking and overlaps
- Knowledge of both qualitative and quantitative project risk analysis techniques
- Communication skills to include oral, written and presentation skills
- Relationship management and trust building skills
- Ability to teach, coach, and mentor
- Business acumen and leadership presence
- Strategic, critical thinking, problem solving skills
- Effective and efficient analytical, forecasting and financial skills
This level of knowledge is normally acquired through the completion of a Bachelor's Degree in Computer Science, MIS or Business along with 10+ years of experience in IT or a related field. 3+ years of experience managing a high functioning team is required. Prior PMO leadership experience and a PMP certification is strongly preferred.
