Oklahoma's most vulnerable! More than 350 devoted employees
coordinate with five offices throughout the state of Oklahoma.
Volunteers of America Oklahoma offers employment for veterans,
affordable housing for seniors, and supportive housing for the
homeless and 24/7 residential support for the disabled.
Summary of Essential Functions, Duties & Responsibilities
The Chief Program Officer/VP of Strategy and Business
Development serves as a transformational executive and key business
partner to the CEO and drives the overall strategic direction of
the agency. The CPO will identify and develop growth opportunities
that generate positive change for our clients and communities,
raise the agency’s profile and ensure overall superior agency
performance. Additionally, as the innovation champion for the
agency, the CPO will assist the CEO to develop and innovate new
market opportunities for the agency.
Essential Functions, Duties & Responsibilities:
Lead the Strategic Direction of the Agency
Develop inclusive strategic plan and strategy by collaborating
with leadership team and board.
Identify strategic risks and provide analysis for potential
start-up and sun-setting of programs and operations.
Cultivate a deep understanding of what makes the agency
successful and how it will continue to be successful in the
Oversee and manage all strategic business, proposal development
Look for opportunities to expand existing programs based on need
or launch new ancillary programs, including but not limited to
alternative funding via grants, operations, or other viable funding
Develop and lead implementation of strategic initiatives to
leverage emerging technology, innovative service models, and trends
in the non-profit social service field.
Anticipate and incorporate changes in social service and social
Identify joint ventures, potential merger and acquisition
targets, and other strategic partnership opportunities in
coordination with executive team.
Build and Grow Innovative Capabilities
Promote a culture of innovation across the agency.
Lead solution design teams to generate and develop innovative
ideas to propel the agency’s mission and improve the quality of
services for clients.
Identify trends and current research that supports
best-practices in the field.
Pilot innovative initiatives and evaluate impact.
Community Liaison & Behavioral Health Expert
Partner and closely collaborate with VOA National and other VOA
affiliates regarding strategic and innovative program development
Provide external leadership, visibility, and expertise regarding
all Behavioral Health capabilities, acumen and programs.
Develop relationships with community stakeholders, government
officials, service providers, funders, and other experts in the
field to advance the mission and raise the agency profile.
Establish the agency as a recognized innovation leader to build

QUALIFICATIONS and COMPETENCIES:
Experience, Competencies and Education
The position requires a Bachelor’s Degree, Master’s Degree
preferred, in behavioral health, social work or a health care
Five (5) years progressive experience is strongly preferred.
Experience with local state and federal funding streams.
Current clinical licensure and knowledge of mental health and
substance abuse treatment preferred.
Extensive experience in one or more of the populations we serve
within the human service program areas including individuals
experiencing homelessness, the aging, individual with intellectual
and developmental disabilities, payee services, employment services
and veteran services.
The successful candidate will have a successful track record of
working collaboratively within a wide array of internal and
external constituents including but not limited to the human
service programs described above.
Experience with program and organizational quality assurance,
compliance and accreditation.
Viewed as a leader in the field with competencies in quality
Other skills required:
Excellent written, verbal communication skills; strong ability
to effectively communicate in public settings. Bi-lingual expertise
is a plus.
Excellent Microsoft Office Skills specifically Word, Excel, and
Experience in delivering client services with technology.
